Baltimore Landlords: Hire One of Your Own to Avoid Inspection Headaches

By now you've probably become all too aware of the new law recently passed requiring home inspections prior to occupancy... On August 1, 2018, a new law takes effect requiring all Baltimore City rental properties, including one- and two-family and multi-family dwellings, to be licensed to operate as a rental by January 1, 2019. In order to receive a license from the Department of Housing and Community Development (DHCD) the property must meet two requirements: 1) must be registered with DHCD using the online portal and 2) must be inspected by a State Licensed, Baltimore City registered Home Inspector. If you're outside of city limits and you own a building in Baltimore County that contains six dwelling units or fewer that you intend to rent, including Section 8 and BRHP-assisted properties, each rental unit must be registered or approved for exemption by Baltimore County before tenants move in, and that process also requires a state licensed home inspector's report... The bottom line is, your residential rental property must be inspected, and it must be compliant with the regulations--most of which deal with warranty of habitability issues--BEFORE you can (re)register the property and allow the tenants to move in. MOST home inspectors are focused on finding even the most trivial of defects to include in their reports--that's because this is all they have learned how to do. Even if you got the inspection on the cheap, the money spent addressing normal wear and tear issues and relatively minor defects will certainly eclipse any savings you may have thought you obtained--not to mention the inevitable reinspection fees!
